In the closing months of the Second World War hundreds of thousands of Japanese, mostly civilians, died. American planes were beginning to run low on plausible targets when it was decided to use two atomic weapons in a final flourish to try to end the war. Richard Overy’s remarkable book rethinks how we should regard this last stage of the war and the role of the bombs. The popular view that bombing worked in this case has now to be set in a broader context of what was happening in Japan in the months before surrender. The easy equation ‘bombing equals surrender’ is no longer viable.

The dizzying pace of technological change in the early 20th century meant that it took only a little over 10 years from the first flight by the Wright Brothers to the clash of fighter planes in the Great War. At the outbreak of the Second World War D. M. Crook, of No. 609 Squadron AAF, was at Yeadon, still undergoing his training; by the winter of 1939-40, he had his wings. Successfully applying to return to his Squadron, then on defense duties in northern England, Crook began to familiarize himself with their new fighter: the Spitfire. Soon they were posted to RAF Northolt, and it was at this time that Crook, much to his chagrin, was left grounded, undergoing knee surgery as they flew over Dunkirk.

In 1945, US air attacks in Japan killed 300,000 civilians in three hours of night bombing and two nuclear strikes. The firebombing of Tokyo in March burned almost the entire city, killed some 85,000 residents, and left more than 1 million homeless. The atomic blast in Hiroshima in August killed some 119,000 civilians and 20,000 soldiers. After a second nuclear attack days later in Nagasaki and a declaration of war by the Soviet Union, Japan accepted defeat.

The birth of the Royal Air Force marked a pivotal moment in military history. World War I was frozen in the bloody stalemate of trench warfare, which gave strategic urgency to any means of directly attacking enemy resources and morale. The new technologies of air power held promise, and by 1917 German bombers had begun attacking British cities.
