The Emancipation Proclamation was a presidential proclamation issued by President Abraham Lincoln on January 1, 1863, as a war measure during the American Civil War, directed to all of the areas in rebellion and all segments of the Executive branch (including the Army and Navy) of the United States. It proclaimed the freedom of slaves in the eleven states that were still in rebellion, excluding areas controlled by the Union and thus applying to 3 million of the 4 million slaves in the U.S. at the time.

While the conflict over slavery was a factor in the Civil War, the abolition of slavery did not become a stated objective until President Abraham Lincoln's Emancipation Proclamation, which went into effect on January 1, 1863. Freeing the slaves held in the still Confederate controlled states, it is heralded as one of America's most significant documents.

Social statistics of 1900 indicate that material quality of life was lower for most black Americans than under slavery. Kirkpatrick Sale marshals much forgotten evidence to cast this glorious part of American history in a realistic and critical light. Emancipation, yes. But as a military measure during a cruel war of invasion? Slavery once existed throughout the western hemisphere, but almost everywhere except the United States, it ended peacefully.

The South’s James Bulloch, charming and devious, was to acquire a cutting-edge clandestine fleet intended to break President Lincoln’s blockade of Confederate ports, sink Northern merchant vessels, and drown the U.S. Navy’s mightiest ships at sea. The profits from gunrunning and smuggling cotton—Dixie’s notorious “white gold”—would finance the scheme. Opposing him was Thomas Dudley, a resolute Quaker lawyer and abolitionist. He was determined to stop Bulloch by any means necessary in a spy-versus-spy game of move and countermove, gambit and sacrifice, intrigue and betrayal.

Cameron is replaced by Stanton. The president begins to supervise the army and take charge of his administration. By presidential order, McClellan is goaded into moving from a defensive position to an offensive. Instead of following Lincoln's plan, McClellan chooses an attack on Richmond. McClellan's indecisiveness and tardiness in battle have many pushing for a replacement. The Union suffers a crushing defeat in the Seven Days Battle. During all this, Willie Lincoln dies of fever.
