On Liberty is an 1859 philosophical treatise by the English philosopher John Stuart Mill (1806 - 1873) which applies an ethical system of utilitarianism to society and the state. The value of liberty of opinion and liberty of action are set forth in two chapters.

Bastiat (bawst ya) (1801-1850) was an economist, a member of the French assembly and an influential libertarian speaker and writer. "The Law", Bastiat's most famous work, argues that the purpose of the law is the protection of individual rights, and that when governments adopt policies favoring particular industries or groups, the law becomes an instrument of injustice and oppression.

While the conflict over slavery was a factor in the Civil War, the abolition of slavery did not become a stated objective until President Abraham Lincoln's Emancipation Proclamation, which went into effect on January 1, 1863. Freeing the slaves held in the still Confederate controlled states, it is heralded as one of America's most significant documents.
