    Luis Foncerrada holds a Ph.D. in Economics and is the Director of the Economy and Business School at the Mayab University in the Mexican State of Yucatan.  Guillermo García Alcocer is the former head of the Mexican Energy Regulator (CRE), He was the General Director of Industrial Development of Hydrocarbons in the Mexican Ministry of Energy.
