Sheetz who was applying to build a modest manufactured home, was hit with 23400.00 in Impact Fees by the El Dorado County Building Fees for Road Impacts.  This practice of fees collected by the counties all over the country, have been misappropriated and often re-allocated to other projects, costs and impacts not always relating to the parcel (s) being fined.
